The use of private military and security companies (PMSCs), including in the Middle East and North Africa Region (MENA), has caused concerns for ensuring the respect for international human rights law (IHRL) and international humanitarian law (IHL), especially when PMSCs operate in situations of armed conflict and other situations of violence.

In order to clarify classifications and applicable legal frameworks, and to highlight international efforts and good practices, the ICRC IHL Regional Department in the MENA and the Montreux Document Forum co-organized a virtual Panel Discussion on PMSCs on 12 August 2020.
